Summary

Each year, the Bureau of Economic Development (BED) partners with the Department of Planning and Development (DPD) to solicit grant applications for Community Development Block Grant (CDBG) and Emergency Solutions Grants (ESG) funding through a competitive process.

Supplemental ESG and State ESG Funding (updated 5/30/18)

As previously announced, Cook County has received a one-time supplemental allocation of Emergency Solutions Grant (Supplemental ESG) funding. In addition to this one-time County ESG funding, we are happy to announce that an additional $164,709 of potentially renewable State ESG funding will be made available through this application process. The State ESG funding available through this solicitation will be awarded for use for a rapid re-housing project, and the expectations for the project awarded State ESG funding will be the same as for Cook County Supplemental ESG. Please be sure to review the important information and additional details found immediately after the application cover page.

The application for this Supplemental and State ESG funding can be found below. Interested applicants should submit a single application and will be automatically considered for both Cook County Supplemental ESG and State ESG based on that single application; however, only one agency can receive the State ESG award, and they will receive the full amount. This is a requirement IDHS has placed on us this year due to the short timeline to identify the use of the additional State ESG funds. You do not need to provide separate budgets for Supplemental ESG and State ESG, but you may provide additional documents as needed to clearly articulate your proposal.

Applications are due via email by 4:00pm on Thursday, June 7, 2018. Submission instructions are below. Given the State ESG addition to this process, you may submit a draft Board Resolution and Matching Funds Certification with your application if you are not able to have them approved by the deadline.

Submission instructions: Please submit your application and attachments by email to Sonia Brown at sonia.brown@cookcountyil.gov. If your attachments are larger than 5MB, please use a file sharing service (for example, Dropbox) to make sure we receive your email submission.
