President Preckwinkle Appoints Angela Manning-Hardimon as Chief Financial Officer
Veteran financial executive brings more than 30 years of leadership experience across public, nonprofit and research institutions
CHICAGO — Cook County Board President Toni Preckwinkle today announced the appointment of Angela Manning-Hardimon as Chief Financial Officer (CFO) of Cook County’s Bureau of Finance. Manning-Hardimon assumes her new role on June 15, 2026, subject to confirmation by the Cook County Board of Commissioners.

Her experience managing large budgets, strengthening operations and planning for long-term growth makes her uniquely qualified to help ensure Cook County remains fiscally strong and well-positioned to serve our residents.”
Manning-Hardimon joins Cook County following a distinguished career spanning more than three decades in banking, municipal finance, transportation, higher education and scientific research. Most recently, she served as Senior Director and Chief Financial Officer at Fermilab, where she provided executive leadership and oversight of an $850 million operating budget and directed the laboratory’s accounting, budgeting, finance, procurement and business systems functions.
Prior to Fermilab, Manning-Hardimon served as Vice President of Finance, Chief Financial Officer and Treasurer at Illinois Institute of Technology, where she oversaw the university’s $310 million operating budget and $300 million endowment. Earlier in her career, she served as Deputy Executive Director and Chief Financial Officer for the Chicago Metropolitan Agency for Planning and as Managing Deputy Commissioner and Chief Financial Officer for the City of Chicago’s Department of Aviation, overseeing approximately $2 billion in operating budgets and $7.2 billion in capital budgets for O’Hare and Midway International Airports.
Throughout her career, Manning-Hardimon has built a reputation for helping organizations navigate periods of transformation, financial and operational complexity, and positioning institutions for long-term success.

Manning-Hardimon succeeds Tanya Anthony, who retired earlier this year following a distinguished career in public service. As Chief Financial Officer and previously as Chief Administrative Officer and Budget Director, Anthony helped strengthen Cook County’s fiscal foundation, advance transparency and accountability initiatives and guide the County through some of its most significant operational and financial challenges. Her leadership played an important role in maintaining the County’s long-term fiscal stability, earning multiple credit rating upgrades and helping the County navigate the COVID-19 pandemic and historic federal recovery investments.
Manning-Hardimon holds a Master of Business Administration in Strategic Management and Entrepreneurship from the University of Illinois Chicago, a Master of Project Management from Keller Graduate School of Management and a Bachelor of Science in Finance.
As Chief Financial Officer, Manning-Hardimon will oversee the Bureau of Finance, coordinate with elected officials, and help guide the County’s financial strategy, budgeting and long-term fiscal sustainability. The Bureau of Finance includes the Departments of Budget and Management Services, Comptroller, Procurement, Revenue and Risk Management.
