President Preckwinkle, City of Harvey Announce Completion of Emergency Watermain in Harvey

Cook County Board President Toni Preckwinkle joined Cook County Commissioner Kisha McCaskill (5thDistrict), Cook County Commissioner Donna Miller (6th District), Mayor Christopher J. Clark, and other county officials to announce the completion of an emergency water supply main for the City of Harvey. The replacement of this watermain, located at 129th and Halsted, hangs from the Halsted Street bridge over the Little Calumet River, and will ensure that the City of Harvey has reliable water service.

“The City of Harvey has been an excellent partner throughout this process, and we are proud to make this investment in the Harvey community.” said President Toni Preckwinkle. “Every resident of Cook County deserves reliable and safe drinking water, and the Build Up Cook program helps us reach that goal.”

“Today marks a major milestone for our city.” said Mayor Christopher J. Clark, “Thanks to our partnership with Build Up Cook, we’re strengthening the foundation of Harvey, ensuring reliable access to clean water and paving the way for continued growth and resilience. This project reflects our commitment to revitalizing our city, one block at a time.”

The total cost of the watermain replacement was $1.7 million and is part of a larger $11.5 million investment in water infrastructure projects across under-resourced municipalities in the south and west suburbs.

Construction of the watermain ensures a back-up system in the event of a watermain break and is critical to ensuring reliable water infrastructure functioning in the City of Harvey and the three downstream communities who purchase water from Harvey. Construction began in August of 2025 and was done by Airy’s, Inc, a veteran-owned company. Construction management support was provided by a joint venture between Ardmore Roderick and Arcadis.
