Property Tax System Daily Progress Tracker

Welcome to the Cook County Property Tax System Daily Progress Tracker.

This new webpage and tracker, established by the Office of the President, has been designed for the public to follow the daily status and developments of the Integrated Property Tax System (IPTS) upgrades. It is designed for people to publicly monitor, and hold accountable the shared commitment by Tyler Technologies and each of the Property Tax Stakeholders (Offices of the Cook County Assessor, Board of Review, Clerk and Treasurer) to not only work together but also successfully upgrade to a new property tax-related computer system. This is so their collective fiduciary responsibilities can be fulfilled to help bill, collect and distribute more than $18 billion annually in Cook County funding for vital services such as schools, libraries, municipalities and park districts.

While the project is now approaching completion, the modernization effort has been a significant technical and operational undertaking that has required sustained collaboration across multiple agencies. Persistent challenges coordinating work among independently managed offices have contributed to delays over the years. The Office of the President has continued working to bring all parties involved into alignment to advance the project. Decisions about the project’s scope, requirements and approvals for the new system have always rested with the property tax offices and Tyler Technologies, while the President’s Office has provided administrative oversight throughout the RFP process, project management support and funding but has not directed decisions on system requirements or approvals.

This new tracker provides added transparency and real time accountability into the process so the public can view, firsthand, where Tyler Technologies and each of the property tax stakeholders are within their assigned project responsibilities and ensure that any obstacles standing in the way of completion are quickly addressed.

Updates about the project’s status, progress, remaining milestones, and even ongoing deadlines made or missed by any of the stakeholders involved will now be shared publicly through the daily record drafted by the project’s project management consultant, Guidehouse. Guidehouse’s daily records will be updated on the site Monday through Friday beginning July 2, 2025.

These high-level accounts of the progress will continue until all stakeholders have migrated to the new property tax-related computer system and the 2025 second installment tax bills have been issued.

To help explain and provide the necessary context to the independent project management consultant’s records, leadership from Cook County’s Office of the President and Bureau of Technology will also host occasional press briefings to discuss the work taking place by all the property tax stakeholders.

    On April 28, 2025, the Offices of the Assessor, Clerk and Treasurer, in conjunction with Tyler Technologies, provided approval to begin the final steps to transition into the Tyler Technologies iasWorld Enterprise Assessment & Tax Software system. This agreement began the process of pulling the final set of data from the County’s legacy mainframe system, converting this data into the new iasWorld system, and conducting final validation prior to the scheduled Go Live. 

    On May 14, 2025, the Property Offices began their respective production system validation activities to ensure that all data converted correctly and that key functions worked as intended. When the final discussion was held on May 23, 2025, to determine if the system is ready to launch, the ultimate decision was a “No Go” due to the following outstanding items:

    Since the “No Go” decision, the Offices of the Clerk and Treasurer have added multiple items to the agreed upon list of critical items, making prioritization and determination of a new Go Live date challenging. These items include newly identified problems with the outstanding functionality and issues identified with previously tested and approved functionality.  

    After the memo sent on June 9, 2025, the project team held meetings with the separately elected agencies and agreed on the scope and priority of outstanding items and a schedule for addressing those priorities. The new schedule attempted to focus the team by minimizing the number of topics discussed daily, resulting in some items being deferred until others are completed.  

    The project team established daily, three-hour working sessions between Tyler Technologies and the respective agency to address outstanding concerns about each functionality. At the time of approval, the project schedule projected completion of the outstanding items by July 31, 2025.  

    Note: The priority list below is divided into second installment priorities currently operating in production, remaining project scope preventing Go Live, and Go Live activities to be executed concurrently with the agreed schedule.

    As of June 30, 2025, the progress made on the schedule is minimal. Some defects have been closed, but many more have been createdidentified, and the project has been unable to close any of the recently agreed upon priority functionality.
